Summary: In conducting this research, the researcher adopted a comparative study approach between two countries, in order to compare the halal certification and practices in the Philippines with that in Indonesia. Using qualitative and quantitative methodologies, this research compared the Philippine's experience as a Muslim minority country, with Indonesia a Muslim majority country, in their efforts to improve the Halal Certification standard criteria and practices. In conclusion, there is a significant difference between Halal Requirements and Practices in Indonesia and Philippine, improvement of some criteria are needed to formed a standardization of Halal Requirements. Between the two countries, Domestic Halal Food are different in term of consumers and availability due to the strong relationship between religion and food in majority Muslim such as Indonesia. Government support and Halal Certification Body has developed differently, Indonesia have one sole Halal certification body, named MUI and Philippines have more than one Halal certification bodies, three of them are selected in this research, namely IDCP, HDIP and HICCIP.
