Summary, etc. This study was conducted to assess the government policy of reconciliation with focus on the government agencies instituting the program. It also pointed out the inadequacies or flaws in the implementation of the program. The approach used was a combination of historical and descriptive methods. Documents were analyzed. A total of 100 questionnaires were distributed but only 89 responded. Interviews were conducted on persons knowledgeable on the subject. Military respondents came from Camp Crame and Fort Bonifacio while the rebel returnees came from Davao City. Based on the findings, people who knew or heard of the Reconciliation program believed that it was not that successful mainly because of poor implementation on the part of the government or simply because rebel returnees believed that the agencies in-charged of the program were not doing their jobs sincerely. The government or the implementers of the program should give their full support and effort in the reconciliation process in order to gain the trust of the rebel returnees. (12 tables / 6 figs.)*e
